Especially in years like 2020 and 2021, it is of utmost importance to be able to have a board that mirrors your own decisions. The board's view of the Studierendenwerk often opens up unexpected perspectives and solutions. Especially when you are faced with problems that have never existed in the past.So a big thank you to the administrative board of the Studierendenwerk for broadening our perspectives, for supporting pragmatic solutions and for backing the Studierendenwerk even for decisions whose effect on the future is difficult to foresee.
The Board of Directors advises and supervises the Managing Directors. It decides on fundamental matters - unless the decision is delegated to the Managing Directors. Among other things, it approves the business plan and decides on the use of the annual result. The expansion or restriction of the Studierendenwerk's tasks, the taking out of loans, the acquisition or sale of real estate, the setting of student fees or the founding of companies also fall within its area of responsibility.It was not easy for our Administrative Board to deal with the complex situation and to support decisions for an uncertain future. As 2021 was once again a year far removed from any ability to plan, our focus was on securing the economic future of the Studierendenwerk, trying to make the company future-proof and improving the very poor housing situation for students in Landau. In accordance with the Higher Education Act (HochSchG) of 23 September 2020, the Administrative Board was composed of 11 voting members in the 2021 financial year, namely:

The Administrative Board 2021 met a total of four times and always had a quorum at all meetings. We outline the outcome of the meetings here below:
- three professors or academic staff of the universities (the three votes are divided among four professors at the Studierendenwerk due to the four locations, with voting rights alternating between the University of Worms and the Department of Translation, Linguistics and Cultural Studies of the University of Mainz in Germersheim).
- five students from the affiliated universities in Landau, Ludwigshafen, Worms and Germersheim
- one public figure
- a chancellor appointed by the presidium of the universities in the area of responsibility
- the chairperson of the staff council of the Studierendenwerk

26.03.2021 - Board meeting in Worms
- Due to the ongoing Corona pandemic and the decision of the university administrations to have the 2021 summer semester take place in purely digital form as well, and the resulting slump in demand for student housing, the Administrative Council decides that the Studierendenwerk may also make 10 percent of its dormitory places available to third parties until the end of the 2021 summer semester. This is intended to mitigate the temporary financial loss from vacancies as much as possible.
- In response to the below-average supply rate of student housing at the location in Landau, the Studierendenwerk Vorderpfalz is planning to purchase a housing complex with 199 dorm places above the ALDI store at Annweilerstraße 17. The conditions regarding the possible purchase price and initial rent were discussed and the management was subsequently instructed to conduct further negotiations with ALDI regarding the purchase of the housing complex.
22.06.2021 - Board meeting in Germersheim
- The Board of Directors resolves and approves the financing of investment items, if not already decided by the business plan.
- The annual financial statements as of 31.12.2020 and the management report for 2020 are approved and adopted as presented. Furthermore, the appropriation of the annual result and the allocations to and withdrawals from reserves were approved. The management was cleared for the year 2020.
- In the course of the continuing low interest rate policy of the European Central Bank, the Studierendenwerk Vorderpfalz was informed by its bank that deposit fees would have to be charged on deposits in the future. It did not make sense to change banks to avoid these costs, as all credit institutions now charge these fees. In the run-up to the Board meeting, offers were obtained from several banks. At the meeting, VR Bank Südliche Weinstraße-Wasgau e.G. and Sparkasse Südpfalz presented their offers to the members of the Board. An investment guideline was also prepared by the management. After evaluating the two presentations and offers, the Board of Directors decided in favour of the VR Bank's investment model and instructed the management to conclude a corresponding contract. The investment guideline was also approved by the Board of Directors.
- The plans and talks for the purchase of a student housing complex above the ALDI store in Annweilerstraße in Landau had become more concrete in the weeks before the Administrative Board meeting. In order to express the seriousness of the cooperation to third parties - in particular the city of Landau - the Studierendenwerk intends to conclude a letter of intent for the project together with ALDI. The Board of Directors then decides to enter into the letter of intent for the development project. The letter of intent is not legally binding for the conclusion of the contracts envisaged.
- The Studierendenwerk Vorderpfalz has reached a settlement with the provider of the business closure insurance regarding the damage caused by the corona-related closures of the canteens and cafeterias and has received 115,000 euros as compensation for the damage incurred.
07.10.2021 - Board of Directors meeting in Ludwigshafen
- The management reports on the status of the purchase negotiations with ALDI regarding the acquisition of the residential complex in Landau and explains the conditions for a possible initial rent. The Board of Directors instructs the management to clarify the financing details with banks working for the Studierendenwerk.
- The state of Rhineland-Palatinate has commissioned a study on the future of the student unions. This is being carried out by HIS-HE, Institute for Higher Education Development, together with the 5 Rhineland-Palatinate student unions and the Ministry of Science & Health. Falling student numbers and the aftermath of the Corona pandemic will pose major challenges for the student unions in the future. Results of the study should be available in spring 2022 and then presented to the state parliament in Mainz.
14.12.2021 Meeting via videoconference
- The Administrative Board approves the economic plan 2022 and the medium-term financial planning for the years 2023 to 2025 in the version submitted by the Studierendenwerk.
- In the context of the coordination talks with ALDI on the acquisition of the residential complex in Annweilerstraße in Landau, the Administrative Board decided to adjust the flat mix towards more single flats. Due to better marketability, 25 two-person shared flats will be converted into single flats. The costs of the change in planning amount to approximately 210,000 euros. The installation of a photovoltaic system was also discussed for reasons of sustainability. The management was instructed to clarify the final financing details with the banks and to obtain the approval of the Board of Directors by circular vote after the meeting.
